GNU Emacs 21.3 was released on 2003-03-18. However, Mule-UCS 0.84 fails on Emacs 21.3. This bug was fixed in Mule-UCS-current on 2003-01. I recommend that you upgrade your Mule-UCS 0.84.

It will be the last release candidate of Mule-UCS 0.85 unless anyone claims on it. (announced by himi in [mule:03337])
Mule-UCS -- universal encoding system for Mule
Mule-UCS is an Emacs Lisp library to define encoding/decoding schemes by rather simple translation rules. Mule-UCS provides flexible and comprehensible encoding mechanism to Emacs.
Mule-UCS Unicode definition provides various coding-systems for external representations and some APIs for other Emacs Lisp libraries. UTF-8, UTF-16, and UTF-7 are supported.
